This Impact Report for 2025 highlights the organization’s unwavering commitment to providing underground education, demonstrating the indomitable spirit that has defined Sahar’s journey since its inception in 2009.

In 2025, Sahar worked in one of the most restrictive policy environments for women and girls anywhere in the world. Formal bans on secondary and higher education, limitations on women’s employment, and ongoing humanitarian strain created layered barriers to opportunity. The risks were real, and the constraints were structural.
Yet what we witnessed on the ground was extraordinary resilience. Girls continued to seek learning wherever it was made possible. Women continued to lead within their communities, often in quiet but transformative ways. Their determination reinforced why sustained investment in alternative education pathways is not optional in this context, it is essential.
This year affirmed that education in Afghanistan is no longer solely about access to classrooms. It is about protection, economic stabilization, and long term social resilience. Every decision we made in 2025 was rooted in safeguarding continuity, strengthening local partnerships, and ensuring that even under restriction, learning did not disappear.
